I was on a online community, and got linked to this page:-

Claiming that copying articles don't ban anything, but i asked that it's before google panda, so they said that it's still not changed. What you think?

Duplicate articles are all over the place. Look at the news articles. News sites all over carry the same articles. As long as the quality is good and legible who cares.

Agreed, I think they just bans those who starts making there bread through copying, like automated articles, autoblogs, etc.

Everyone gets dupe content mixed up. There's dupe content between your pages (NOT GOOD) and syndicate stuff(which is fine).
