Yoast force rewrite titles

Yoast has option "force rewrite titles" as you can see on the screenshot below. I googled but I still don't understand it clearly. In which case yoast can detect that there is need for rewriting title? Is it good practice to enable it?

Also I have strange problem with title separator, on image below you can see that I have selected separator | but in google search it shows -
