Yelp Photos Views Question (Bot?)

So I have a client with crappy user review photos on Yelp. I think you can pay to have them removed by a Yelp paid account but it's way overpriced and he has like 30 locations so that's no go really.

Does anyone know a way of increasing the view count for photos on Yelp? ((I was thinking of uploading fresh photos and trying to increase view count).

I'm referring to the photos on the carousel on the top of the business listing.

Increasing number of HQ reviews will increase view count. So make 5-10 good sticky reviews on his business. Or just buy Yelp ad.

I'm not talking about the business profile but the photos themselves.
 
Its 5 bucks a month I think to organize them per page you can not remove them you try to post a bunch of your own but they will not beat out the older ones for a long time ... also ... Im interested in ONLY USA based accounts running off of USA based phones from normal people to exchange reviews. I have two good accounts over 2 years old (my wife and I) and will not screw them up by doing a bunch of spam posts, etc. I just cleaned up my Yelp Business pages after many bad exchanges it takes about 2 years of leaving them utterly alone before Yelp algo takes them off the naughty list.
