The problem is once you start doing to many suspect reviews you have problems affiliated accounts on the same page you review to many times, etc Yelp runs a good algo to block the junk and the father the page has problems the more it will ding you I have seen elites get banned and removed trying to play with Yelp hence why zero people sell reviews or sell them for long.

Charge them on a monthly plan
x amount of 5 star reviews per month for $$
Lock them into a 3, 6 or 12 month plan
