Bitcoin's blockchain is permanent and always subject to analysis, hence it can never be completely untraceable.

But what if the hackers cashout billions of usd and then buy property in some third world country where corrupt officials can be bought?

The Bitcoin blockchain is really open and public which makes it super hard almost impossible for even the smartest hackers to hide the history of billions of dollars that hve been stolen even after many years.
Even though there are advanced methods like chain hopping and new mixing services that don’t keep custody, which cn make it harder to trace every single transaction is still permanently saved and connected to the original stolen coins. This means that as law enforcement and data analysis get better it becmes easier to trace things back. So the chance of eventually figuring out who did such a huge financial crime is always there no matter how much time has passed.
 
Crypto is traceable but it doesn’t always mean the wallet holder can be identified. If you look at some of the largest dark web takedowns most of them got caught through opsec slip ups, not transaction history. There’s plenty of ways to clean dirty money, but I don’t think that’s allowed to be discussed here. Why you so curious OP? Are you sitting on 800 Bitcoin or something?
