How long it takes to make such 10$ from that website?
Does their paying rates legit? Because 21$ per 1000 downloads is a good rate.

Up to $21/1k downloads, where "up to" is the key word. According to their terms that only applies to US, UK and CA traffic, for other countries they have lower rates similarly to other PPD sites.

Yes! I read this too.
But even for US, CA and Uk, it's a pretty good rate.
It's better than Adsense if we think about it.
It's very hard to make 15$+ with 1000 tier 1 visitors.
I may give it a try

Yes, but visitors =/= downloaders. How many visitors will you actually need to get 1k tier one downloaders? I don't know, but the ratio is not 1:1 that's for sure. :)
 
Can UploadOcean work with uploading mp3 for download and sharing links on my blog?
 
Mp3 would be nice .can easily attract download from 1st world people
 
No u dont need a website. Uploadd it on uploadocean and share the link on youtube
