I'd say XRumer because of it's power and captcha solving abilities. GSA is probably the easiest to get started with though. I haven't used either for quite some time. I outsource most of my automated link building nowadays but XRumer and GSA links I barely use now.

Unless you want to dive deep into the world of Xrumer mods, it's GSA all the way. It's a low one-time payment and it has huge capabilities.
Why spend all that money and time on Xrumer just for forum profile links when you can buy blasts on Fiverr as needed?
*Note: the Xrumer modding scene does seem very vibrant and you can buy mods as needed. Just search "xrumer mod" and you'll see some of the capabilities people are addin. But it seems very code-intensive.

GSA is the new king, it have 5 times better success rate for the same platform than xrumer ( i own both)

I own Both and yet i use SER for CnB and my niche sites. For churn and burn all you want is clean verified list and you are good to go.
you can buy weekly lists from @vkp1988 at ser forum. Best list seller i have ever used also vouched on there too..
And other tip is .. Make sure to use catch all mail instead of yahoo or other 3rd parties. It really helps when it comes to verified. Buy a 0.99$ domain and cheap hosting send all emails to their .

As far as I understand, you can only usually build tier 3 links with xrumer while with GSA, you can build tier 2 as well.
You are wrong. You can build T1 links with both SER and Xrumer. Just because you don't know how to do it effectively doesn't mean it's impossible and that you shouldn't test.
