I would say get at least machine with dual core processor and 2GB RAM. I used xrumer on athlon 1.5GHZ +512MB ram when I put threads to 150+ CPU usage gone to almost 100%
I bought before some weeks brand new athlon 2 64bit Quad core 10440MHZ +4GB RAM now it works great. I can go 1024 threads without problem and still CPU usage is only ~20%.
of course you need also good internet connection at least 10Mbit/s.

Don't.
It will make it impossible to use anything else while on it, usually using about 100% CPU. Plus, unless you have un-metered bandwidth, your ISP will be pissed.
I recommend buying a server from SharePro, you'll find him on the forums, I'm working with him at the moment, his service couldn't be any better.
