Xrumer modification

I have a site which is geo-targeted. I would like to use Xrumer to get backlinks to pages however I would like the keywords to be something like "atlanta ga medicare."

Is there anyway to add some coding to Xrumer to have the links come out to be "city state medicare" for al the city state combinations?

If my question isn't clear please let me know and I will do my best to clarify.

Also, if there are any modifications involved I would potentially be interested in paying for modifications

Not clear to me. From what I understand you would like Xrumer to post links to your site, but the keyword for the link should change depending on the specific area the forum you are posting to is based for?

In general geo-targeting options with Xrumer are pretty much 0, you can do some pseudo targeting but thats all.

Somebody with some very advanced knowledge would be needed.

Or a different angle on the question if I have the wrong end of the stick.

But you cant really geo-target with Hrefer/Xrumer.... only Pseudo as far as I know...

For instance if you wanted forums about Portsmouth UK you could use a keyword 'Spinnaker Tower' as that word is related to Portsmouth and not much else.... not geo-targeting as such but it narrows it down a bit.
