do you mean 650$ for life time licence ? or for 1 year ?

you pay $650 one time fee for the program but if you are using it you have to pay $10 per month, if at any point you stop using it you don't have to pay the $10 per month but when you start using it again you do.

The lifetime license option is not available for Xrumer. You'd need to pay either $10/month or $100/year to use the software.

I wouldnt be publicly doing that if I was you. If botmaster catches you trying to sell a license, he will just disable the license and you will be left with nothing.
