It's a software for spamming. I've never used it. But I've heard a lot of positive reviews 6-7 years ago. People used it for promoting their doorways. I don't think that it's a good software for SEO nowadays.
I think it's YES but you run a risk of penalty anytime. Just try to invest in RankerX and GSA if you know how to use them.

GSA or Xrumer, creating a simple backlink strategy works way better. Also, creating automated backlinks directly on money sites can be highly risky.

update,one week later,only using xrumer and xevil and 20 free wordpressblogs, top psition on google (german speaking countries) for the hard keyword "bester Finanzberater" means best financial advisor, 1st site - 3rd position,i like it, next test would be wig64 (41 300 000 entries)
