The folks working for big tech / big social media companies, are nowadays, all, brainless, lazy, out-dated fat asses and hence, they are unable and unfit to moderate content, ads, etc. Therefore, such ads do pass moderation, even such ads which are so clearly to be scams, do pass moderation.
"Oh, but, it is their AI (algorithms) that do the ad moderations !!!" : Well, guess what ? Even their tech folks who code these AI algorithms, are also brainless, lazy, out-dated fat asses.
Nowadays, the folks with real skills, are working on the "other side of the fence" (blackhatters, etc) and earning much more than the brainless, lazy, out-dated fat asses, who work for big tech / big social media companies.

At the height of Nfts it was impossible to post ads, maybe Elon changed the policy.

There are news articles everywhere, such as "Twitter's value down two-thirds since Musk takeover", "Twitter's value has plunged nearly 66% under Elon Musk", etc ... Who knows, perhaps Elon Musk is himself running such (scam) ads on Twitter, in order to recover his "misfortune" with Twitter

Google Ads, Youtube is (are) still sprayed with crypto scam ads and will always be. Whatever is created by man, can be circumvented by man.

These types of scams have been happening for years and have stolen hundred of millions of dollars in cryptocurreny.
It's very popular on YouTube, where hackers steal large accounts and use them to stream content that links to a scam website. It got to the point where the founder of Cardano, Charles Hoskinson, ended up making multiple videos warning his fans about them.
