WTH: Wordpress Developer - quality

Hi guys,

I'm looking to hire a QUALITY wordpress developer, the guy I previously had working on the site didn't know what day of the week it was let alone how HTML5 works. Not only did he deliver a non-semantic site, he delivered it 1 week late which has really peed me off.

I'm looking for a dev who can preferably develop the front end in twitter bootstrap (so I can easily add new pages using existing styles), bootstrap will make sure the site responds nicely and works on most browsers.
