• You must give me your complete adress information. I have a registered business and have to prove to whom I give money. You should have a registered business for yourself (tax number etc.)
• You need to be reliable.

• setup facebook accounts with specific settings and do some actions on facebook. what exactly I will tell you later.

Also its not explicitly needed to have a taxnumber if you hire someone from outside of Germany.
All you need for your 'Steuerberater' is the address and proof of payment (even prints of Paypal work) - or even better when the one you hired sends you a 'Rechnung'
Back when I payed taxes, I often didnt even had the address, so I just gathered the rest of information I had (Email, Name etc) and together with print of paypal-payment I was good to go...
