[WTH] VB/c++ coder for program

Hello.

I would like to hire a freelancer for my new project.

What i need:

A program that opens a browser, types in a certain url, click any link on the page and closes the browser down again.
It has to have a random wait timer on before clicking the link 5-15 sec wait.
Check that the same ip cant execute the program more than once a week.
And it have to be invisible to the user.

Please pm me with price and timeframe.

Will the app have to bindable?
Is the things it has to click be javascript type ads (aka adsense) or just regular href links?

Dont know what you mean by bindable.

Think its like adsense, but it aint adsense.
