[WTH] Simple plugin developer

Been scouring the internet all day for a certain wordpress plugin but all I can find are obsolete/non-functional versions of it. So, I'm thinking I might have to have one created for me or somehow modify the non-functional version I found and get it to work properly.

What's would it cost to get this done? I can provide links and videos to interested persons.
