wth responsive web designer - project basis

I looking for creative web designer who can provide decent looking site.

He/she can use envato market html template that is responsive or self code it.

Code have to be neat.
Color composition must be decent. I seen a lot of weird color combination works.
A designer should be someone who is picky and expect high level of design.

Bonus: php knowledge to build custom cms for simple page like acct registration, create / edit / delete data.


Interested parties who wanna work as our outsource channel have to send in their best design work(non wordpress) purely html that is responsive.

We also want to know the rate you charge. I seen rates like 2000 usd for a 20 days project which i might as well hire an on site designer at my country.

Please give a fair rate. We have many projects to outsource.

Visual design, ux is our main focus of a work delivered.

Designer also have to be able to accept milestone payment. No kickstart deposit.

First milestone is only awarded after the layout is up.
