[wth] programmer for tab-delimited (.txt) file format changer application

hi,

i have a tab delimited file that needs to be changed to another format.
i need to change around the categories and change names etc etc.
need someone to make me a simple software that i can use that will convert from the first format to the second.
the program has to work and the output has to be a tab delimited txt file with the new format.
pm me with price quotes/development time and any other questions you may have.

program has to be able to do this over and over again and be able to process txt files with thousands of records.
