WTH php mysql programmer

I've got a fairly simple project that I need to hire someone to code for me.

What I need:

script to grab info from feed(s) and deposit it into a mysql database. I need to be able to change the feed, and set multiple feeds.

script to pull information from the database and re-post to a blog at programmable random intervals (for instance post once every 23-103 minutes, where the XX-XXX minutes are changeable ) The script needs indicate that the info has been pulled from the database to prevent duplicate content.
