(WTH) Looking for Programmer for PHP Open to Suggestions

I need a Affiliate Tracking System built with very specific needs to a certain billing provider, also need the system to auto generate a User name and password for the site that requires un/pw login to access.

I know this is vague however I can not at this time post more info... If I have violated anything then let me know so that I may fix it, I love bhw and do not want to get banned. Looking for working quotes and I will provide as MUCH information as possible.
