WTH Hotmail account creation

I am currently looking to hire someone to help bulk create hotmail accounts (for various countries). The idea candidate should be from Philippines and already have on hand sim card for PVA. Currently hotmail is making is mandatory to PVA for all new live account creation regardless of IP or geo.
