Today I found a CPC for US at AdworkMedia, then I post it to my site, I found 10XX clicks, but only count me 220 conversion, WTF, I am quite sure 90% of my traffic is from US.

Is AdworkMedia shaved me or CPC is coming with daily cap ?

So you're getting 22% conversions and your first instinct is to accuse the company you're affiliated with that they're scamming you?

What kind of conversion % are you expecting? That's like twice as good as mine.

CPC do not need conversion, right ? every click is money provided the clicks are from US

If you are saying you sent around 1000 clicks to the offer and only 220 are recorded that is not "conversions" simply recorded clicks. If that is the case, could it be that you are getting the same user to click more than once so they are only giving you credit for the unique clicks?

If the offer is cpc then "conversions" don't matter (in that tracking equation) or it is mislabeled and it is a cpa/cpl/cps deal. It depends on when the offer converts. In a cpc situation you should get credit on the unique click in the agreed time frame.

In most cases all ads are cpa and all of the offers are shaved to meet the target cpa of the campaign and the entire chain of media buyers will say whatever they need to justify meeting that target.
