WTF Facebook!?

I've been trying to run an ad campaign on facebook for my fan page without much luck. I made a simple ad that passed review but would hardly get any impressions and got a message that said "modifications required." After getting that message several times after making modifications, I tried a different approach. Apparently with the new ad platform, you can select a specific page when targeting your fan page. The problem is that you have NO control over your CPM bid. It's automatically set as "optimized cpm." In reality they'll charge you ridiculous rates, such as >$1!!

Does anyone know how to get around this? It seems that if you don't do the optimized cpm, you won't get any impressions!
