^^OP, have you confirmed the reason regarding this issue? Is the reason is new account ? Upto me they wont they wont accept Paypal for new account..

Try again. This morning I tried to connect PP to my FB (US verified) as a payment method. I was refused.

I waited few hours and tried again and voila, it work PP and FB ad account connected. There was some maintenance or something like that. I only had few dollars in my PP account.

I have also been using Paypal for Facebook ads and haven't received any kind of such email. Can you please share link where you have found this news? Also, many people would face problem if they are not accepting payment via Paypal.
