I understand SECONDEYE offers paypal verification solutions, but I am after already ID verified paypal account. I might use his services for my fresh stealth account if I won't find a verified one to buy

Yes you can verify your paypal with payoneer card and bank.

You can verify your own PP account if you get a VCC from a provider. Once you have your VCC, you can add it to your PP account and ask the provider for your 4 Digit Paypal Code. Hope this will be useful for you!

Thats not enough. They also ask for the proof of identity
