Its practically impossible to get editorial GOV back links.. but you can a take a look here

you can grab a bunch of free ones off of http://weefi.net they are all re-direct links, but google counts them...

yeah, it will be pretty hard to get good links, probably just redirects, but as already it is said they are still counted by G
