No one in / inside / working for Google or in any of Google's outsourced partners, would join hands with anyone in order to unban Google Ads accounts. So, to be honest, anyone claiming this would not be doing so in good faith. I intend merely to set your expectations right.

I would caution you not to pay money to anyone willing to offer this as a service.

At the very best, maybe buying some legit tutorial on how to avoid bans in the future, but not what you're looking for.
You're just asking for it right now.

Anyone working in the Google Ads division earns more than $40-$60/hour at the very least.
