Wrong page ranking

Hi guys, i have a problem. At one site, there is a link to pdf file page which is ranking for certain keywords instead of the page meant to be ranking. There is no links to either of those. Can i 301 that pdf to the page i need ranked, and will that work? Any advice on the issue is welcome. Thanks!

Suer 301 to that page which you want to get ranked.
Make sure that you have the correct links for the PDF and edit the title with a description related to your niche.
