Are you using a coupon becouse I get the same message when I use a coupon thats not valid to use in my country.

It keeps happening with them. I believe you are trying to pay by a debit card is it?

yes i use coupon code 0.99$ domain

Well the problem must be that then try to use another coupon see if its valid to use in your country.
