Writing a twitter bot, could use a little information

Hello everyone, I'm writing a twitter bot that creates / manages accounts. I had a few questions I wanted to ask hoping someone could answer them.

What's the maximum number of accounts / IP?
What's the best method to verify email addresses? Is using a disposable email service okay? Is using custom domains okay? Should I just mass create hotmail accounts and use them?
