Write content on topic expired domains?

Noticed a trend on my local market where people write new content with the same topic as the old site, and publish it on their new expired domains. Obviously article nr 5 is off topic with a link to their site...

Has Google changed anything lately? Or is it just do make it look better. I haven't noticed this trend with .com/.org/.net domains.

Is this not what you'd do to build out a PBN or a buffer site?

No, I publish whatever content is relevant to my site regardless of what has been on the expired domain before.

Its a good tactic because it looks more natural. Makes it look like the original site has been revived. It means you get some free / cheap content to bulk out the PBN as well and it also makes it less likely that any of the links making the domain valuable are going to get removed.
