[WP/PHP] In need of "User Profile" WP plugin modifications

What I need this plugin modified for is that when one of my registered users clicks on the "Follow" button on someone's user profile page, from then on out, until they decide to "Unfollow" that user, I want the user's following to recieve email alert/notifications when the person they are following makes a new post.

If, you can do this and I find that your modification works successfully, we can further discuss setting it up so that a user's following also recieves SMS text alerts/notifications when the users that they follow make a new post.

I have tried what I can over the past several weeks to do this myself, but can't get it. Now this project is approaching a deadline with the next couple of months and I need this done.

I expect you to already have WAMP server or XAMP server installed on your own system or something similiar to develop on because I am not authorized to give admin access to the site.

This should be a relatively easy and quick project to perform. My budget is $90 USD

If the budget is going to increase multifolds, I might do it for you. Its really hard to put our head into someone else's code and modify to get extra mods done. I hope you know what I mean, because you yourself said you tried and couldnt get it done.
