I saw a plugin where you can like posts, in this case videos, same as youtube likes. With green/red bar.
Anyone know how is it called?

I thought so too, but it's not. Look here http://wptube.jrwebstudio.com/oz-the-great-and-powerful/ It is using the WP-postratings, but I don't know how they make the green/red bar

Funny I came to this site, I have developed the theme for wordpress its called wptube2 and No I am not using wp post ratings to make the green bar its just a piece of code that uses math to show the bar based on likes and dislikes!

No, I am using Like Dislike Counter
Search google for like-dislike-counter-for-posts-pages-and-comments
