Increasing the memory just helps the process complete faster. You might have to test a few settings, 24MB, 30MB ( i think most host have 16MB by default)
I think you can permanently tweak this setting for your whole blog in your wp-config file instead.

The the execution time should only be tweaked if when you manually re-build or force a new sitemap to be generated, you see a timeout error.
