You forget that if the CPC is $0.33 then the publisher will get less than that.

It depends on the amount of time and effort needed to get there. Personally I prefer low-competition keywords with 3K+ searches and decent CPC. You can get to $200/mo quite easily that way, with much less effort.

Assuming that the search is "Exact",I will say give it a try.Even if its CPC sucks,you can monetize in more ways once you start getting traffic.

Don't just look at adsense.

Depending on the demographics of your traffic you could try some CPA offers or built a list of the 50k a month for a few months and then flip the site with the list. You'll make some cash that way.
