Funny how a lot of people here are giving him shit.
There is a lot to consider. Firstly, it appears to be a public toilet and perhaps the guy is not comfortable doing it there if he thinks someone might walk in. We all already know it's not an ideal spot since there is a video camera running.
He could have had a bit much to drink and not wanted to do it for that reason. Maybe he has a girlfriend and isn't willing to go beyond kissing another chick? Maybe he did not have a condom? Maybe he was worried this obvious-slut had aids?
It's like a lot of you here have either:
a) Never had sex
b) Not had sex for a really, really long time
c) Have a hard time getting any so you take anything that is thrown at you
While I would have likely approached that situation differently myself, I think a lot of us here need to 'calm down' and stop trying to be 'internet king dick' proclaiming what they would have done.

I used to work at a wholesaler in security items, like burglar alarms, fire systems, CCTV, access control and what not.
Everytime I see 'CCTV' footage this clear, with 30fps framerate and crisp sound (or any sound at all) I get suspicious.
Only a VERY small amount of CCTV systems will also record sound. And almost never is the framerate this high because the recording platform would not be able to record more than a few hours in this quality before erasing the previous footage.
So yeah, this is an advert for abuse by girls lol..
