Could I download pictures arange them into a slideshow and add music in the background and then upload it to youtube and monetize it through adsense?

depends on the music, it shouldn't be swiped by youtube music or put a copyrighted song ' like new eminem song... or whatever '

so the photo i dont have to worry about just have to stay away from copyrighted music?

Yes, you can do this easily by getting an account at Animoto. You can make 30 sec videos for free or upgrade for $5/month. You can use the music they provide as well.
