Would this work for paypal?

I made a paypal a few years ago with my credit card and bank account but I was under 18 and they found out and permanently limited me. So those credit cards and bank accounts got blacklisted from paypal. I made a new paypal with no credit card and no paypal but under my same name and it got limited saying the following-

Why is my account access limited?
Apr 13, 2014: We noticed one or more of the following problems:

• You provided information that we believe was false, inaccurate, or misleading; or
• You sent or received money that was potentially related to fraudulent activity; or
• You have more than one account with a negative balance; or
• You are in violation of the User Agreement, the Commercial Entity Agreement, the Acceptable Use Policy, or another agreement you have with PayPal.

Our decision was based on terms outlined in these agreements.


Would I be able to go to TD Bank and make a new bank account and get a new debit/credit card and add it to that account and make it verified?

Seems like they're linking you to your original 'transgression'. I'd call them and explain, they might ask for Id proving you're an adult.
