If I created a blog with good content and bought " Adsense Safe " traffic from fiverr, from a level 3 vendor with 100% positive feedback, would i be able to monetize my website with any ad network based on that traffic?

If you think your going to make money off of $5 fake traffic please think again.

haha...Most ad servers have sophisticated anti fraud systems in place "Real Time Bidders" have also seen all this before.

I have to agree with the concensus here. You'd be better off spending the money on something else, as this will certainly not be profitable.

the traffic you get will be very low quality, hence the low price. It'll likely be bot or paid-to-surf traffic and even if it were real visitors, it's not targeted at all.
