Would this be considered keyword stuffing?

Let's say I'm designing a site for the keyword "dog training". And in the sidebar I linked to all the different pages of the site using the keywords for each page as anchor text would I be penalized for keyword stuffing the site.

let's say this is the sidebar that links to all the different pages:
- dog training schools
- dog training academies
- dog training tricks
- dog training videos
- dog training books
- etc..

On one hand it seems like a good idea to link to all the pages of the site using the keywords as anchor text but on the other hand it has to appear as if I'm keyword stuffing the crap of the site.

Yes that is a good idea and I do it all of the time..................my blogs rank well and I am making money!

If the words/phrases in the article flow together with every sentence and the message of the article, that would not be considered as keyword stuffing.

In addition, keyword stuffing comes in if you are repeating those keywords instead of using pronouns to represent them. For example:

KEYWORD STUFFING:

I have just bought some dog training books because the dog training books give good information on how to train dogs and my dog training books are the best.

NON-KEYWORD STUFFING:

I have just bought some dog training books because they give good information on how to train dogs and the books are the best.

I'm talking about using all the different keyword phrases in a sidebar as anchor text that link to the various pages of the site.

keyword stuffing is when you put keywords on the page that have nothing to do with what the page is about just to get visitors. It was commonplace to stuff words into meta tags and descriptions back in the day when search engine's were new. if the keywords are related to or synonyms of the main keyword that your page is about-then you're fine. that is where the whole concept of "tagging" came from.
