I'd say that's a bit too risky for my taste but I've seen quite a few black hat sites ranking for the top spots doing all sorts of keyword stuffing (especially in high traffic keywords) so I don't know anymore. What is your competition doing? You can get a better idea by doing some keyword/competition research.

Sure, those last 2 questions make sense for a reader, but Google won't really appreciate an article without a keyword in the title.
