You need to take the learning process step by step. Find a few PHP scripts or wordpress templates and set them up. Then, start learning what you need to do to change things and customize them. What you want to do will take some design to be worthwhile, not just graphic design but to seriously think out the design of the application.. etc..

I'm not saying do not have that as a goal, I'm just saying realize that you have a stairway ahead of you like one of those leading up to a tiny buddhist temple.
