I think the +1 might work like you think, BUT...
I think google might be suspicious of a site that is getting +1ed before it is even indexed.
The fastest/easiest way to index a site:
http://www.imtalk.org/cmps_index.php?pageid=IMT-Website-Submitter
let it run to at least 1000
It's free
You will be indexed in under 24 hours

Usually when I want to get a site indexed in google comment on 2-3 high PR blogs, sometimes get them in less than 24 hrs. Submitting URL to google takes too long.
As for +1 I think it is their method of combatting facebook like. I hear that likes have a big weight in google algorithm now. Quite possibly as popularity for +1 increases it may have large impact on SEO.
Do others agree with this?
