Depends, in my country having a website with a cringe design means that you are an old and serious business that get so much clients that a redesign is not needed.
I personally know people who trust sites like these more than any other Wordpress site.

Ugly, but agree with above poster. lots of professionals in my area like doctors, clinics etc have antiquated websites

I have seen some software development companies having same website design. Like "software development companies". HTML pages with left menu and just CSS and that scrolling text (think it's called marquee or something).

do they use mobiles to view web pages? old pages don't show correctly and look bad.
