Working with charity to find personnel?

Hey guys, I'm trying to find telemarketers I can pay little (minimum wage or commission).

I don't have the means to do background checks or drug testing, and I figure the bottom-of-the-barrel people will come anyway, so have any of you tried to work with community/charity/religious/etc organisations to help find personnel?

I read a post (I think it was by hardybents) that the best telemarketers came from border homes/recovery centers.

I taught it would provide a little bit of oversight, because the charity people would likely know about any vice such a person might have in advance.

Too risky? Too time-consuming? Nobody will want to work with a call centre? What were your experiences?

If you have any other tips to hire low-cost personnel, I would love to hear them. I am in Canada btw.
