What kind of wordpress website sells products without woocommerce? Or EDD or similar plugin for digital products?
Sales are recorded on the website unless he's manually processing the orders by taking paypal payments. In that case you can never know how much did he actually sell using this website. Paypal account can be receiving payments from other sources as well.
He's just bluffing and I'd advise you to stay away.

Ask for access to PayPal, he can add you into his PayPal. Do a search in google like what access level/permission you will need to see the transactions.
Don't fall for screenshot or screen recoding. Use a escrow service to buy the website. Google about that too.

Yes, it looks like it has processed sales through Paypal. Its a website that sells digital products, it does not sell physical products.
