means that after i register like example abc.wordpress.com then i should go to wordpress.org to get the plugin.right?

If you really want a good site/blog use wordpress instead of blogger. I would also highly recommend you to buy a domain name and hosting.
 
Blogger definately, although also have a look at Blogspot, google analytics is really useful...:)
 
I would think Wordpress. Many people consider Wordpress a more professional blogging site. But if you really want your blog to show up in google searches, blogger is definitely better for that.
