I doubt that because some sites don't even have footers (or very small ones) and that would mean they get penalized just for having content towards the bottom of the page. Furthermore, that can easily be gamed by just adding fluff after the footer links. Don't see that a plausible strategy from Google's view. Just my 2 cents...do the spiders still love the footer links? I have been told that stuff near the </body> tags are losing weight and not indexed fast

Add a copyright section in your footer next to your keyword.
