I am sure you can replicate more than 90% of it with free resources.

If you have the patience you could rebuild it using Elementor or Oxygen builder and use Rank Math SEO for the breadcrumbs.

You can do this with all the bigger and multi-purpose themes.

Have a look at the Salient theme, I recently build a same header just like that.

You can build such header with wpbakery and elemantor. Both are great.
