The question is... to index tag urls or not? Are tag pages considered as duplicate content?

Good question,...
GoOgle indexes my tags automatically, but it also removes them if they don't like it
When your postst get indexed, your tags auto get indexed...

But don't try ranking for tags, google won't like it

some of my tags rank higher than my main page... how can i avoid it?

Just using noindex for tag with robots.txt file.

I always advice to use no-index and do-follow on tag pages.

Using robot.txt to control search engines should be your last option. And in this case is it easy just to add a noindex and ******** in the code.
